Comparing the facts from the table (excluding Belgrade) one can notice that the percen- 
tage of literacy in the counties was below 20% (the largest in Krajina County 26.82%, 
and the smallest in Vranje County 11.86%), which naturally tells about the underdeve- 
lopment of the Serbian society of the time. If the literacy percentage is analyzed further, 
regarding sex structure, one can see that the lagging of female population still was signi- 
ficant with only 7.36% literate women, while with men it was 33.94%, which was far 
below the level needed for the period and the conditions they lived in. That was the rea- 
son why in the period to follow greater attention was paid to that issue. The education 
modernisation brought a significant decrease in the number of the illiterate, which can be 
seen most clearly according to the sample of the married in Serbia in 1911. That relati- 
onship is shown in the following table"
